Insider view: the tragedy of the US Deep State

Henry Kissinger, 97, Henry the K. for those he keeps close, is either a Delphic oracle-style strategic thinker or a certified war criminal for those kept not so close.

He now seems to have been taking time off his usual Divide and Rule stock in trade – advising the combo behind POTUS, a.k.a. Crash Test Dummy – to emit some realpolitik pearls of wisdom.

At a recent forum in Arizona, referring to the festering, larger than life Sino-American clash, Henry the K. said, “It’s the biggest problem for America; it’s the biggest problem for the world. Because if we can’t solve that, then the risk is that all over the world a kind of cold war will develop between China and the United States.”

In realpolitik terms, this “kind of Cold War” is already on; across the Beltway, China is unanimously regarded as the premier US national security threat.

Kissinger added US policy toward China must be a mix of stressing US “principles” to demand China’s respect and dialogue to find areas of cooperation: “I’m not saying that diplomacy will always lead to beneficial results…This is the complex task we have… Nobody has succeeded in doing it completely.”

Henry the K. actually must have lost the – diplomatic – plot. What Chinese Foreign Minister Wang Yi and Russian Foreign Minister Sergey Lavrov are now involved in, full time, is to demonstrate – mostly to the Global South – how the American-enforced “rules-based international order” has absolutely nothing to do with international law and the respect of national sovereignty.

At first I had archived these Henry the K. platitudes out of sight. But then someone who used to hold a stellar position at the top of the US Deep State showed he had been paying close attention.

This personality – let’s call him Mr. S. – has been one of my invaluable, trustworthy sources since the early 2000s. Mutual confidence was always key. I asked him if I could publish selected passages of his analysis, not naming names. Consent was given – ruefully. So fasten your seat belts. (…)

The Deep State’s Stealthy, Subversive, Silent Coup to Ensure Nothing Changes

The Deep State’s Stealthy, Subversive, Silent Coup to Ensure Nothing Changes

By John W. Whitehead

January 19, 2021

“You have such a fervent, passionate, evangelical faith in this country…why in the name of God don’t you have any faith in the system of government you’re so hell-bent to protect? You want to defend the United States of America, then defend it with the tools it supplies you with—its Constitution. You ask for a mandate, General, from a ballot box. You don’t steal it after midnight, when the country has its back turned.”—Seven Days in May (1964)

No doubt about it: the coup d’etat was successful.

That January 6 attempt by so-called insurrectionists to overturn the election results was not the real coup, however. Those who answered President Trump’s call to march on the Capitol were merely the fall guys, manipulated into creating the perfect crisis for the Deep State—a.k.a. the Police State a.k.a. the Military Industrial Complex a.k.a. the Techno-Corporate State a.k.a. the Surveillance State—to swoop in and take control.

It took no time at all for the switch to be thrown and the nation’s capital to be placed under a military lockdown, online speech forums restricted, and individuals with subversive or controversial viewpoints ferreted out, investigated, shamed and/or shunned.

This new order didn’t emerge into being this week, or this month, or even this year, however.

Indeed, the real coup happened when our government “of the people, by the people, for the people” was overthrown by a profit-driven, militaristic, techno-corporate state that is in cahoots with a government “of the rich, by the elite, for the corporations.”

We’ve been mired in this swamp for decades now. (…)

Oliver STONE: „So it Goes“ – about Trump, Deep State, War Machine, Mass Media …

globalcrisis/globalchange NEWS
Martin Zeis
Dear all,
yesterday Oliver Stone (born 1946, film producer JFK, Snowden …) posted on Facebook a striking comment „So It Goes“ about the effective education of Donald Trump*, meanwhile hailed by the neocons, war-mongers of all stripes and the mass-media.
End of his fb-post Stone highly recommends his followers reading some articles by Robert Parry, Mike Whitney, Phil Giraldi and Bruce Cumings.
* see: Trump finds simple issues are rarely so simple – Policy reversals reflect steep learning curve, and elicit anger from his base by Peter BAKER; New York Times, Int. Edition, April 15-16  2017, p 1,6.
OLIVER STONE’s  Facebook post  19.04.2017
“So It Goes”
I confess I really had hopes for some conscience from Trump about America’s wars, but I was wrong — fooled again! — as I had been by the early Reagan, and less so by Bush 43. Reagan found his mantra with the “evil empire” rhetoric against Russia, which almost kicked off a nuclear war in 1983 — and Bush found his ‘us against the world’ crusade at 9/11, in which of course we’re still mired.
It seems that Trump really has no ‘there’ there, far less a conscience, as he’s taken off the handcuffs on our war machine and turned it over to his glorified Generals — and he’s being praised for it by our ‘liberal’ media who continue to play at war so recklessly. What a tortured bind we’re in. There are intelligent people in Washington/New York, but they’ve lost their minds as they’ve been stampeded into a Syrian-Russian groupthink, a consensus without asking — ‘Who benefits from this latest gas attack?’ Certainly neither Assad nor Putin. The only benefits go to the terrorists who initiated the action to stave off their military defeat.
It was a desperate gamble, but it worked because the Western media immediately got behind it with crude propagandizing about murdered babies, etc. No real investigation or time for a UN chemical unit to establish what happened, much less find a motive. Why would Assad do something so stupid when he’s clearly winning the civil war?
No, I believe America has decided somewhere, in the crises of the Trump administration, that we will get into this war at any cost, under any circumstances — to, once again, change the secular regime in Syria, which has been, from the Bush era on, one of the top goals — next to Iran — of the neoconservatives. At the very least, we will cut out a chunk of northeastern Syria and call it a State.
Abetted by the Clintonites, they’ve done a wonderful job throwing America into chaos with probes into Russia’s alleged hacking of our election and Trump being their proxy candidate (now clearly disproved by his bombing attack) — and sadly, worst of all in some ways, admitting no memory of the same false flag incident in 2013, for which again Assad was blamed (see Seymour Hersh’s fascinating deconstruction of this US propaganda, ‘London Review of Books’ December 19, 2013, “Whose sarin?”). No memory, no history, no rules — or rather ‘American rules.’
No, this isn’t an accident or a one-off affair. This is the State deliberately misinforming the public through its corporate media and leads us to believe, as Mike Whitney points out in his brilliant analyses, “Will Washington Risk WW3” and “Syria: Where the Rubber Meets the Road,” that something far more sinister waits in the background.
Mike Whitney, Robert Parry, and former intelligence officer Phil Giraldi all comment below. It’s well worth 30 minutes of your time to read. Lastly, below is a link to Bruce Cumings’s “Nation” analysis of North Korea, as he again reminds us of the purposes of studying history.

Part I

In just two weeks as president of the United States, Donald Trump has given indications of how he intends to tackle various international political situations. So far we have observed the controversy over Iran, the events related to NATO, rapprochement with Russia, escalation in Ukraine, silence on Syria, the US special-forces operation in Yemen, verbal clashes with the EU, and the absence of further criticism of China. This first article will focus on the he US deep state’s possible sabotage attempts of the Trump presidency. (…)

Paul Craig ROBERTS + Glenn GREENWALD about Trump and US intelligence agenc

globalcrisis/globalchange NEWS
Martin Zeis, 20.02.2017

Paul Craig Roberts, former Assistant Secretary of the Treasury for Economic Policy (1975 -1978) and associate editor/columnist for the Wall Street Journal and Business Week, recently notes,

„… that the hoax “war on terror” was used to transform intelligence agencies, such as the NSA and CIA, and criminal investigative agencies, such as the FBI, into Gestapo secret police agencies.
Trump is now threatened by these agencies, because he rejects the neoconservative’s agenda of US world hegemony that supports the gigantic military/security annual budget.“ (1)

Roberts refers to an interview in which Glenn Greenwald explains Amy Goodman that the CIA is after Trump, because Trump’s announced policy of reducing the dangerous tensions with Russia conflicts with the military/security complex’s need for a major enemy. (2)

“The deep state, although there’s no precise or scientific definition, generally refers to the agencies in Washington that are permanent power factions. They stay and exercise power even as presidents who are elected come and go. They typically exercise their power in secret, in the dark, and so they’re barely subject to democratic accountability, if they’re subject to it at all.

It’s agencies like the CIA, the NSA and the other intelligence agencies, that are essentially designed to disseminate disinformation and deceit and propaganda, and have a long history of doing not only that, but also have a long history of the world’s worst war crimes, atrocities and death squads. This is who not just people like Bill Kristol, but lots of Democrats are placing their faith in, are trying to empower, are cheering for as they exert power separate and apart from — in fact, in opposition to — the political officials to whom they’re supposed to be subordinate.“

“And you go — this is not just about Russia. You go all the way back to the campaign, and what you saw was that leading members of the intelligence community, including Mike Morell, who was the acting CIA chief under President Obama, and Michael Hayden, who ran both the CIA and the NSA under George W. Bush, were very outspoken supporters of Hillary Clinton. In fact, Michael Morell went to The New York Times, and Michael Hayden went to The Washington Post, during the campaign to praise Hillary Clinton and to say that Donald Trump had become a recruit of Russia.

The CIA and the intelligence community were vehemently in support of Clinton and vehemently opposed to Trump, from the beginning. And the reason was, was because they liked Hillary Clinton’s policies better than they liked Donald Trump’s. One of the main priorities of the CIA for the last five years has been a proxy war in Syria, designed to achieve regime change with the Assad regime. Hillary Clinton was not only for that, she was critical of Obama for not allowing it to go further, and wanted to impose a no-fly zone in Syria and confront the Russians. Donald Trump took exactly the opposite view. He said we shouldn’t care who rules Syria; we should allow the Russians, and even help the Russians, kill ISIS and al-Qaeda and other people in Syria. So, Trump’s agenda that he ran on was completely antithetical to what the CIA wanted. Clinton’s was exactly what the CIA wanted, and so they were behind her. And so, they’ve been trying to undermine Trump for many months throughout the election. And now that he won, they are not just undermining him with leaks, but actively subverting him. There’s claims that they’re withholding information from him, on the grounds that they don’t think he should have it and can be trusted with it. They are empowering themselves to enact policy.

Now, I happen to think that the Trump presidency is extremely dangerous. You just listed off in your news — in your newscast that led the show, many reasons. They want to dismantle the environment. They want to eliminate the safety net. They want to empower billionaires. They want to enact bigoted policies against Muslims and immigrants and so many others. And it is important to resist them. And there are lots of really great ways to resist them, such as getting courts to restrain them, citizen activism and, most important of all, having the Democratic Party engage in self-critique to ask itself how it can be a more effective political force in the United States after it has collapsed on all levels. That isn’t what this resistance is now doing. What they’re doing instead is trying to take maybe the only faction worse than Donald Trump, which is the deep state, the CIA, with its histories of atrocities, and say they ought to almost engage in like a soft coup, where they take the elected president and prevent him from enacting his policies. And I think it is extremely dangerous to do that. Even if you’re somebody who believes that both the CIA and the deep state, on the one hand, and the Trump presidency, on the other, are extremely dangerous, as I do, there’s a huge difference between the two, which is that Trump was democratically elected and is subject to democratic controls, as these courts just demonstrated and as the media is showing, as citizens are proving. But on the other hand, the CIA was elected by nobody. They’re barely subject to democratic controls at all. And so, to urge that the CIA and the intelligence community empower itself to undermine the elected branches of government is insanity. That is a prescription for destroying democracy overnight in the name of saving it. And yet that’s what so many, not just neocons, but the neocons’ allies in the Democratic Party, are now urging and cheering. And it’s incredibly warped and dangerous to watch them do that.” – emphasis, m.z.. –

Machtkampf in den US-Herrschaftsfraktionen

globalcrisis/globalchange NEWSMartin Zeis, 17.02.2017

Hallo zusammen,

The Swamp Strikes Back

… The tawdry Michael Flynn soap opera boils down to the CIA hemorrhaging leaks to the company town newspaper, leading to the desired endgame: a resounding victory for hardcore neocon/neoliberalcon US Deep State factions in one particular battle. But the war is not over; in fact it’s just beginning. …

A Civil War For Control Of The US Government Has Erupted Between „The Deep State“ And Donald Trump

„Wake Up America“ Dennis Kucinich Defends Trump, Issues Dire Warning About „Deep State“

… In the interview, Kucinich blamed factions of the US intelligence community for wanting to end any positive relationship between Russia and the US, hoping for a return of the cold war.

„…the American people have to know that there’s a game going on inside the intelligence community… at the bottom of all this is the fact that there are those that seek to separate US from Russia to reignite the cold war… wake up America!!“

Kucinich did not see this as an anti-Trump game, but rather an anti-Russia game:

“It’s not just this administration. I want to remind the views and all those who are on the panel that in the closing months of the Obama administration, they put together a deal with Russia to create peace in Syria. A few days later, a military strike in Syria killed a hundred Syrian soldiers and that ended the agreement. What happened is inside the intelligence and the Pentagon there was a deliberate effort to sabotage an agreement the White House made.”

This is like “Deep State” said Kucinich. …

Brutaler Machtkampf: Geheimdienste nehmen US-Präsident Trump ins Visier

Nafeez AHMED: How the Trump regime was manufactured by a war inside the Deep State

Elke Schenk

globalcrisis/globalchange NEWS

Dear all,

we continue our postings of analyses to understand the Trump presidency and administration. After John Whitehead, Johan Galtung, Pepe Escobar, F. William Engdahl, Peter Dale Scott we recommend Nafeez AHMED’s „How the Trump regime was manufactured by a war inside the Deep State“. Ahmed provides many details about the personnel of Trump’s administration, their connectivity with „Big Oil“, ‚Big Money‘, Media, the AltRight-Movement, the secret services and the Military-Industrial-Complex. Ahmed’s thesis is: „President Donald Trump is not fighting a war on the establishment: he’s fighting a war to protect the establishment from itself, and the rest of us. […] The Trump regime is not operating outside the Deep State, but mobilizing elements within it to dominate and strengthen it for a new mission. The Trump regime is not acting to overturn the establishment, but to consolidate it against a perceived crisis of a wider transnational Deep System.“

Ahmed refers to Scott’s definition of the „Deep State“; additional he shows the interrelation between the Trump administration, the Deep State, the „international Deep System“ including organized crimes structures benefiting from the global financial system.

But, as Ahmed outlines, the Trump regime will fail because of a misunderstanding of the systemic crisis we are facing.

A new chapter of the aforementioned „war inside the Deep State“ shows the New York Times report „Trump Campaign Aides Had Repeated Contacts With Russion Intelligence“.

The comment on this unsubstantial story by Tyler Durden:

Nafeez AHMED: How the Trump regime was manufactured by a war inside the Deep State

President Donald Trump is not fighting a war on the establishment: he’s fighting a war to protect the establishment from itself, and the rest of us.

The Trump regime is not operating outside the Deep State, but mobilizing elements within it to dominate and strengthen it for a new mission.

The Trump regime is not acting to overturn the establishment, but to consolidate it against a perceived crisis of a wider transnational Deep System.

The Trump regime is not a conservative insurgency against the liberal establishment, but an act of ideologically constructing the current crisis as a conservative-liberal battleground, led by a particularly radicalized white nationalist faction of a global elite.

The act is a direct product of a global systemic crisis, but is a short-sighted and ill-conceived reaction, pre-occupied with surface symptoms of that crisis. Unfortunately, those hoping to resist the Trump reaction also fail to understand the system dynamics of the crisis. […]

All this can only be understood when we look at the big picture. That means the following: we must look a little more closely at the individuals inside Trump’s administration, the wider social and institutional networks they represent, and what emerges from their being interlocked in government; we must contextualize this against two factors, the escalation of global systemic crisis, and the Trump regime’s ideological framing(s) of that crisis (both for themselves, and for public consumption); we must connect this with the impact on the transnational Deep System, and how that links up with the US Deep State; and we must then explore what this all means in terms of the scope of actions likely to be deployed by the Trump regime to pursue its discernable goals.

This investigation will help to establish a ground state for anyone on which to build a meaningful strategy of response that accounts for the full systemic complexity of our Trumpian moment. […]

Perhaps the most powerful takeaway from this examination of who the Trump administration actually is, is that the Trump regime is not external to the Deep State. On the contrary, the people who hold senior posts in his administration, both formal and otherwise, are key nodes that represent whole layers of social and institutional networks within and across the wider US Deep State.

If this is not immediately obvious, it’s because there is much misunderstanding of what the Deep State actually is. The Deep State is not simply ‘the intelligence community’. When a more accurate understanding of the American Deep State and its symbiotic embeddedness in a transnational Deep System is adopted, the role of the Trump faction can be properly discerned. […]

As I’ve shown in my paper published in the anthology, The Dual State (Routledge, 2016), one of the least understood features of deep politics, then, is that the “deep state” must inherently be inter-networked with a vast array of non-state and often transnational influencers across corporations, financial institutions, banks, and criminal enterprises.

On the back of this deep, transnational political violence — which remains obscured in mainstream media and history education — the US and UK erected a global financial architecture to serve the interests of their most powerful corporate and banking institutions, which hold overwhelming sway over the political class.

State power was deployed to integrate the resources, raw materials, fossil fuel energy reserves, and cheap labour from these vast areas of the world into a global economy dominated by transnational elite interests based largely in the US, UK and Western Europe.

This, too, opened the way for new forms of criminalization of state power.

But the problem goes further. As the primary medium of exchange for this criminal economy is the US dollar, the latter’s role as the world reserve currency has cemented a structural situation in which the economic power of the US Treasury has become conditional on the economic immunity of transnational criminal networks, who systematically use US dollars for criminal transactions: The greater the stock of dollars held abroad, the greater the source of revenue for the US Treasury.

These examples illustrate how the US Deep State operates as the chief regulator of a global Deep System, in which seemingly legitimate international financial flows have become increasingly enmeshed with transnational organized crime, powerful corporate interests who control the world’s fossil fuel and raw materials resources, and the privatization of the military-industrial complex.

So rather than being a nationalist ‘insurgency’ against the corporate globalist ‘Deep State’, the Trump regime represents a white nationalist coup by a disgruntled (aufgebracht, verstimmt) cross-section within the Deep State itself. Rather than coming into conflict with the Deep State, we are seeing a powerful military-corporate nexus within the American Deep State come to the fore. Trump, in this context, is a tool to re-organize and restructure the Deep State in reaction to what this faction believe to be an escalating crisis in the global Deep System.

In short, the Deep State faction backing Trump is embarking on what it believes is a unique and special mission: to save the Deep State from a decline caused by the failures of successive American administrations.

However, what they are actually doing is accelerating the decline of the American Deep State and the disruption of the global Deep System.

When the uninitiated think of the “Deep State,” they tend to imagine a group of men getting together in a room, smoking cigars and plotting world domination. But the Deep State is not one coordinated network of people controlling the government from the shadows.

Instead, it refers to individuals and groups that have the resources to shape the direction of the world to their benefit and don’t hesitate to make use of them. At times, the interests of different factions of the Deep State collide. That often happens when the direction of the world is rapidly changing, as is the case now after the election of Donald Trump.

Nobody knows this better than Peter Dale Scott, the foremost expert on the US Deep State. Below, you will find a new introduction to the paperback version of The American Deep State: Big Money, Big Oil, and the Struggle for U.S. Democracy, Updated Edition (copyright 2017), (with permission of the publisher, Rowman & Littlefield. Peter Dale Scott is a former Canadian diplomat, Professor of English at the University of California, Berkeley, co-founder of the Peace and Conflict Studies program at Berkeley, poet, and 2002 recipient of the Lannan Poetry Award.

His political books include Deep Politics and the Death of JFK (1993), The Road to 9/11: Wealth, Empire, and the Future of America (2007), The War Conspiracy: JFK, 9/11 and the Deep Politics of War (2008), American War Machine: Deep Politics, the CIA Global Drug Connection, and the Road to Afghanistan (2010), The American Deep State: Wall Street, Big Oil, and the Attack on U.S. Democracy (2014) and Dallas ’63: The First Deep State Revolt Against the White House (2015). A complete bibliography can be found on his website at

„But those who saw the election as a contest between outsider Trump and a “deep state” tended to give two different meanings to this new term. On the one hand were those who saw the deep state as “a conglomerate of insiders” incorporating all those, outside and inside the traditional state, who “run the country no matter who is in the White House…and without the consent of voters.”[8] On the other were those who, like Chris Hedges, limited the “deep state” to those perverting constitutional American politics from the margin of the Washington Beltway — “the security and surveillance apparatus, the war machine.”[9]

But both of these simplistic definitions, suitable for campaign rhetoric, omit the commanding role played by big money — what used to be referred to as Wall Street, but now includes an increasingly powerful number of maverick non-financial billionaires like the Koch brothers. All serious studies of the deep state, including Mike Lofgren’s The Deep State and Philip Giraldi’s Deep State America as well as this book, acknowledge the importance of big money.[10]

It is important to recognize moreover, that the current division between “red” and “blue” America is overshadowed by a corresponding division at the level of big money, one that contributed greatly to the ugliness of the 2016 campaign. In The American Deep State (p. 30), I mention, albeit very briefly, the opposition of right-wing oilmen and the John Birch Society “to the relative internationalism of Wall Street.”[11] That opposition has become more powerful, and better financed, than ever before.

It has also evolved. As I noted in The American Deep State, (p. 14), the deep state “is not a structure but a system, as difficult to define, but also as real and powerful, as a weather system.” A vigorous deep state, like America, encompasses dynamic processes continuously generating new forces within it like the Internet — just as a weather system is not fixed but changes from day to day.“ (…) Highlighted by StB
