Hallo zusammen,
70 AkademikerInnen aus den USA, Kanada und Mexiko haben in einem Offenen Brief die spanische Zentralregierung aufgefordert, die mannigfaltigen Repressionen gegen das für morgen geplante Unabhängigkeits-Referendum in Katalonien sofort einzustellen und eine freie Abstimmung der Bevölkerung zu dieser Frage zu akzeptieren.
Vergleichbare Erklärungen, Offene Briefe, Interventionen seitens in D tätiger AkademikerInnen/WissenschaftlerInnen sind mir nicht bekannt, ebensowenig eine zeitnahe Übersetzung des folgend dokumentierten Textes ins Deutsche auf Seiten alternativer, kritischer, unabhängiger Medien hierzulande …

Open letter on political repression in Catalonia
We are academics working in the fields of political science, law, economics, human rights, sociology, history and related subjects in the United States, Canada and Mexico. We write to draw attention to the political repression that is being conducted by the Spanish government and national police to prevent the Catalonian government holding a referendum on independence on 1st October. As the referendum draws closer, the political repression is intensifying.
The Spanish government has stated that it will physically prevent people entering polling booths to vote on 1st October and has threatened to arrest Catalan Premier Carles Puigdemont and more than 750 Mayors of Catalonian town councils for making public premises available for the referendum. Other repressive measures include the following:
● The Spanish Cabinet has unilaterally taken control of the payment of Catalonia’s creditors to prevent any expenditure relating to the organization of the October 1st referendum.
● The Guardia Civil (the Spanish military police force) has closed down websites that provide information or commentary on the referendum. Spanish judges have ordered the main telecommunications companies – Vodafone and Movistar – to prevent access to the referendum website ref1oct.eu. They complied.
● The Guardia Civil has raided printers and distributors in the greater Barcelona region and has confiscated 1.3 million posters and leaflets.
● The Guardia Civil has served an injunction against all pro-independence newspapers and web-based news offices to ban publication of any material related to the referendum.
● The Spanish Post Office has opened ‘suspicious’ mail to check if it contains referendum-related material.
● Meetings in public buildings have been banned and some have been raided and stopped by the police.
The European Commission president Jean-Claude Juncker has said that Europe would accept an independent Catalonia if that was the result of a properly conducted referendum. The Spanish government’s repressive measures are intended to disrupt the conduct of the referendum.
We support the demands by constitutional lawyers in Catalonia and Spain to cease all action disrupting the referendum, since Section 155 of the Spanish Constitution states that the Spanish government can only compel an Autonomous Community (state or regional government) to carry out legal actions with the prior consent of a majority of the Senate (the Spanish upper house). No such vote has taken place.
We are concerned that the level of political repression in Catalonia at the moment is of a severe and arbitrary character not experienced since the Franco dictatorship. We demand that Spain immediately ceases the political repression in Catalonia and enables the people of Catalonia to be allowed to freely express their political views.

Aus aktuellem Anlass fand gestern im Stuttgarter Jugend und Bildungszentrum FORUM 3 ein Vortragsabend mit zwei Referenten statt unter dem Titel:

Der Foliensatz zur Gemengelage der gegenwärtigen geopolitischen Krise, in der Mittlerweile die Hauptkontrahenten sich und ihren Bevölkerungen wechselseitig öffentlich mit ggf. atomarer Vernichtung drohen, löst begreiflicherweise bei nicht wenigen Menschen auch abseits des Schauplatzes erhebliche Ängste vor einer militärischen Eskalation aus.
Leider fehlt vor diesem Hintergrund zumeist entsprechendes historisches Wissen und die Kenntnis von Fakten mit denen ein Einordnen oder Verstehen der jüngsten Eskalation wenigstens im Ansatz zu leisten wäre. Stattdessen werden bspw. in unseren westlichen Leitmedien wiederholt psychologisierende Deutungsmuster eines Donald Trump oder Kim Jong-un angeboten, welche zwar Zweifel aufkommen lassen, ob diese als ‚Staatenlenker‘ noch Herr der Lage und Willens sind entsprechend rational eine friedliche Lösung des Konflikts herbei zu führen, zu einer eher nüchternen Beurteilung der vorliegenden Interessenkonstellationen genügt dies keinesfalls.
Was Medial ebenso verschwiegen wird sind die geopolitischen Machtverschiebungen der zurückliegenden Jahre in Asien, das Wachsen insbesondere des chinesischen Einflusses im Rahmen der BRI (Belt and Road Initiative/ One Belt one Road), die damit verbundene allmähliche Abkehr vom Dollar als Leitwährung und die Reaktionen der US Außenpolitik auf solche Entwicklungen. Dabei fällt auf, dass trotz anders lautender Proklamationen eines Präsidentschaftskandidaten Trump sich schon recht bald nach dessen Amtsantritt eine deutliche Rückkehr hin zu einem außenpolitischen Interventionismus der Vereinigten Staaten abgespielt hat. Welche Interessengruppen den Präsidenten zum Verfechter einer unipolaren Weltordnung umformatierten, ist ebenfalls Gegenstand dieses Vortrags.

Does the DPRK constitute a security threat to the USA? The American people should, in the words of Vietnam War Veteran Brian Willson “place themselves in the position of people living in targeted countries. That North Korea, a nation of 24 million people, i.e., one-twentieth the population of the U.S., many of them poor, a land slightly larger in area than the U.S. state of Pennsylvania, continues to be one of the most demonized nations and least understood, totally perplexes the Korean people.”What most people in America do not know –and which is particularly relevant when assessing the “threats” of the DPRK to World peace– is that North Korea lost thirty percent of its population as a result of US led bombings in the 1950s. US military sources confirm that 20 percent of North Korea’s population was killed off over a three period of intensive bombings: “After destroying North Korea’s 78 cities and thousands of her villages, and killing countless numbers of her civilians, [General] LeMay remarked, “Over a period of three years or so we killed off – what – twenty percent of the population.” It is now believed that the population north of the imposed 38th Parallel lost nearly a third its population of 8 – 9 million people during the 37-month long “hot” war, 1950 – 1953, perhaps an unprecedented percentage of mortality suffered by one nation due to the belligerance of another.” (quoted in Richard Rhodes, “The General and World War III,” The New Yorker, June 19, 1995, p. 53.)In comparison, during the Second World War the United Kingdom lost 0.94% of its population, France lost 1.35%, China lost 1.89% and the US lost 0.32%. During the Korean war, North Korea lost 30 % of its population, which means that every single family in North korea lost a loved one in the course of the Korean War.These figures of civilian deaths in North Korea should also be compared to those compiled for Iraq by the Lancet Study (John Hopkins School of Public Health). The Lancet study estimated a total of 655,000 Iraqi civilian deaths, following the US led invasion (March 2003- June 2006).The US never apologized for having killed 30 percent of North Korea’s population. Quite the opposite. The main thrust of US foreign policy has been to demonize the victims of US led wars.For more than half a century, Washington has contributed to the political isolation and impoverishment of North Korea. Moreover, US sponsored sanctions on Pyongyang have contributed to destabilizing the country’s economy.North Korea has been protrayed as part of an “axis of evil”. For what?The unspoken victim of US military aggression, the DPRK is portrayed as a failed war-mongering “Rogue State”, a “State sponsor of terrorism” and a “threat to World peace”. These stylized accusations become part of a consensus, which we dare not question. The Lie becomes the Truth. North Korea is heralded as a threat. America is not the aggressor but “the victim”.Washington’s intent from the very outset was to destroy North Korea and demonize an entire population. The US has also stood in the way of the reunification of North and South Korea.People across America can put politics aside and relate to the suffering and hardships of the people of North Korea. War Veteran Brian Willson provides a moving assessment of the plight of the North Korean people: “Everyone I talked with, dozens and dozens of folks, lost one if not many more family members during the war, especially from the continuous bombing, much of it incendiary and napalm, deliberately dropped on virtually every space in the country. “Every means of communication, every installation, factory, city, and village” was ordered bombed by General MacArthur in the fall of 1950. It never stopped until the day of the armistice on July 27, 1953. The pained memories of people are still obvious, and their anger at “America” is often expressed, though they were very welcoming and gracious to me. Ten million Korean families remain permanently separated from each other due to the military patrolled and fenced dividing line spanning 150 miles across the entire Peninsula. Let us make it very clear here for western readers. North Korea was virtually totally destroyed during the “Korean War.” U.S. General Douglas MacArthur’s architect for the criminal air campaign was Strategic Air Command head General Curtis LeMay who had proudly conducted the earlier March 10 – August 15, 1945 continuous incendiary bombings of Japan that had destroyed 63 major cities and murdered a million citizens. How to End the Korea Crisis

The descent of US/North Korea “crisis” to the level of schoolyard taunts should be remembered as one of the most bizarre, dangerous, and disgraceful chapters in US foreign policy history.
President Trump, who holds the lives of millions of Koreans and Americans in his hands, has taken to calling the North Korean dictator “rocket man on a suicide mission.”
Why? To goad him into launching some sort of action to provoke an American response? Maybe the US president is not even going to wait for that.
We remember from the Tonkin Gulf false flag that the provocation doesn’t even need to be real.
We are in extremely dangerous territory and Congress for the most part either remains asleep or is cheering on the sabre-rattling.
Now we have North Korean threats to detonate hydrogen bombs over the Pacific Ocean and US threats to “totally destroy” the country.
We are told that North Korean leader Kim Jong-Un is a “madman.” That’s just what they said about Saddam, Gaddafi, Assad, and everyone else the neocons target for US military action. We don’t need to be fans of North Korea to be skeptical of the war propaganda delivered by the mainstream media to the benefit of the neocons and the military industrial complex.
Where are the cooler heads in Washington to tone down this war footing?
Making matters worse, there is very little understanding of the history of the conflict. The US spends more on its military than the next ten or so countries combined, with thousands of nuclear weapons that can destroy the world many times over. Nearly 70 years ago a US-led attack on Korea led to mass destruction and the death of nearly 30 percent of the North Korean population. That war has not yet ended.
Why hasn’t a peace treaty been signed? Newly-elected South Korean president Moon Jae-in has proposed direct negotiations with North Korea leading to a peace treaty. The US does not favor such a bilateral process. In fact, the US laughed off a perfectly sensible offer made by the Russians and Chinese, with the agreement of the North Koreans, for a “double freeze” – the North Koreans would suspend missile launches if the US and South Korea suspend military exercises aimed at the overthrow of the North Korean government.
So where are there cooler heads? Encouragingly, they are to be found in South Korea, which would surely suffer massively should a war break out. While US Ambassador to the United Nations, Nikki Haley, was bragging that the new UN sanctions against North Korea would result in a near-complete blockade of the country (an act of war), the South Korean government did something last week that shocked the world: it announced an eight million dollar humanitarian aid package for pregnant mothers and infant children in North Korea. The US and its allies are furious over the move, but how could anyone claim the mantle of “humanitarianism” while imposing sanctions that aim at starving civilians until they attempt an overthrow of their government?
Here’s how to solve the seven-decade old crisis:
pull all US troops out of North Korea;
end all military exercises on the North Korean border;
encourage direct talks between the North and South and offer to host or observe them with an international delegation including the Russians and Chinese, which are after all Korea’s neighbors.
The schoolyard insults back and forth between Donald Trump and Kim Jong-Un are not funny. They are in fact an insult to all of the rest of us!
